Yes. Cut into the high side, fill the low side, compact in lifts. The retaining or benching that goes with it is part of the job.
What is wrong with fill that was not compacted?
It settles. Usually unevenly and usually after the slab is on it. Compaction in lifts is the step that prevents it and the one that gets skipped.
How do you handle water coming down the hill?
Intercept it above the structure and route it around. A pad on a slope without that is going to have water at the uphill wall.
