Caldwell County is one of the easier places we work when it comes to paperwork. A stock tank on your own land for livestock and domestic use needs no water right, and the ponds we build sit well under the size where TCEQ dam safety regulation kicks in.

Plum Creek and its tributaries carry mapped floodplain through this part of the county. If your site is inside a flood hazard area you need a development permit from the county before any dirt moves. Worth checking early, because it can change where the pond ought to go.

Caldwell County is in the Guadalupe basin, so the Guadalupe-Blanco River Authority has an interest in some situations, though for a normal stock tank away from a major watercourse it rarely comes up.

What blackland does do is move. It swells when it takes water and it shrinks and cracks when it dries out, and those cracks go deeper than people expect. A dam built without accounting for that will leak along the shrinkage cracks the first time the pond fills. The fix is not complicated. Key the dam into solid material below the crack zone, build it in compacted lifts, and place the clay at the right moisture. That is the entire difference between a Lockhart pond that holds for thirty years and one that seeps from the day it fills.

Plum Creek drains a lot of this country and the draws feeding into it are where most of the good pond sites are. Away from the drainages it is flat, and on flat ground the question becomes whether enough water actually reaches the spot to keep it full.

Do I need a liner for a pond in Lockhart?

No. Blackland clay seals on its own and we have not used a liner in Caldwell County. If a pond out here leaks it is almost always the dam, not the soil.

Because the dam was built on top of the cracked surface layer instead of keyed down into solid clay below it. Water follows the old shrinkage cracks and comes out the other side. We cut a key trench and build in lifts so that path does not exist.

A quarter acre starts around $14,000 and an acre around $33,500 at eight foot center depth. No rock and easy access mean Lockhart jobs usually land near the starting number.

Late summer through winter is best. Blackland is heavy and slow to work when it is wet and you tear up the ground getting equipment to the site.

Usually yes. Most of the time it is the dam, and rebuilding a dam properly is cheaper than digging a new pond somewhere else. We will look at it and tell you which is the better spend.
